What separates these tools is coverage and upkeep. A VPN works at system level: install it and every app is covered at once. Proxies and browser extensions only handle the browser. Shadowsocks and relay subscriptions are flexible but you import nodes yourself, rotate them when they die, and debug your own problems. Tor gives the strongest anonymity at the cost of speed. If you just want the apps on your phone to work, and configuration isn't a hobby, a VPN is the only low-effort option.
